2015 ReferNet Romania - National contact point

National Centre for TVET Development (NCTVETD)


The National Centre for TVET Development in Romania answered the call for proposals launched by Cedefop on July 19, 2014 and sent for evaluation a proposal based on which was awarded as national contact point for ReferNet in Romania within January 1st and December 31st 2015. The National Centre for TVET Development concluded a Framework Partnership Agreement with Cedefop at the end of 2014 and a Specific Grant Agreement for the work plan to be implemented in 2015.

In order to perform and develop the activities and specific results included in the work plan and especially to capture various aspects of VET in Romania, the National Centre for TVET Development invited in the project experts appointed by institutions that are relevant in the field of VET:


The team members of the national contact point will make all the specific activities as described in the work programme for ReferNet 2015 and will send to Cedefop the corresponding outcomes in English:

1. VET policy reporting
It will contain revised information provided in 2014 and earlier in response to questionnaire (with six parts) designed by Cedefop. It will consider the national policy measures and actions in the field as well as specific European documents focusing on the short-term deliverables envisaged in the Bruges Communique that were agreed to be carried by 2014.

2. VET in Romania
The country report contains a friendly-reader, brief but comprehensive and coherent picture of the national VET system. The structure of the report will comply with Cedefop recommendations and the authors have the flexibility to select and present the topics that they deem important to better address the main features and challenges of their national VET. Delivery deadline is September - the latest on October 30th 2015, according to Cedefop recommendations/requests

3. Spotlight
Short presentation ”Spotlight” on VET that summarise key features, challenges and developments within the national VET system. This presentation concisely describe the national VET system within a limited number of pages (leaflet), complying with the templated provided by Cedefop. Delivery deadline is December 2015.

4. Articles
There are two articles (10-12 pages) or surveys which will address VET-specific issues of European relevance and complement the systems information provided in the country report / VET in Romania and Spotlight. The topics are suggeested by Cedefop based on thematic issues that are high on the EU agenda and need to be reflected at national level:
•    Supporting teachers and trainers for successful reforms and quality of VET – mapping their professional development in the EU,
•    Key competences in VET.
Delivery deadlines are October 20th and December 18th, 2015. 
Besides these two articles, the team of ReferNet Romania elaborated one more document on IVET mobility survey in Romania.

5. News stories
These news stories include in approximately 500 words the the latest national developments on VET and related labour market issues as well as other topics that are linked to or influence VET (e.g. employment policies linked to training, active ageing, enterprise policies, guidance and counselling, etc.) and are correlated with recommendations and deliverables in the Bruges Communiqué. Delivery deadline is before June 30th and December 30th 2015.

6. Bibliographic references on VET are regularly updated in the specific data base. This activity will be continuously considered throughout the implementation of the project

The team members of the national contact point will participate in the working meetings organised by Cedefop: at the beginning of the project, annual meetings and peer-learning  activities in order to improve the country report on VET and in the activities specific to the South regional group in which Romania is included.

Throughout the whole period of project implementation the National Centre for TVET Development will be incharge with coordination and update the update of the project’s site: www.refernet.ro
